Meet Lieutenant Neil Cybulski

Office of Operations - East Command

Lieutenant Neil Cybulski began his career with the Sacramento Police Department in 2003. He currently serves as Executive Lieutenant of East Command. He previously oversaw Internal Affairs, and the Homeland Security Unit and was the Director of Sacramento Urban Area Security Initiative (UASI).

Neil has also worked in Patrol, Field Training, and Problem Oriented Policing. He completed the Executive Development Course in Aug 2020.

Neil served five years of active duty in the United States Marine Corps. He was assigned to Satellite Communications and was a Marine Security Guard at American Embassies in London, England and Cairo, Egypt.

Neil was instrumental in the Sacramento UASI’s recent purchase of portable vehicle barriers which are used to protect citizens from vehicle attacks at public events. He also completed a project that brought “Stop the Bleed” training and tourniquets to 72 high schools in the Sacramento region. The training and equipment will be used by school staff and first responders in the event of a mass casualty incident.

Neil was drawn to a career in law enforcement because it related to his job in the military, and he wanted to continue to serve his community.

Originally from Detroit, Michigan, Neil moved to Sacramento to be with his wife as she began her teaching career.
