How to Comply: Wrecking (C&D) Permits - After January 15, 2026
If you submitted a Wrecking permit application AFTER January 15, 2026, you must submit a Waste Management Plan through Green Halo AND e-mail the signature page of the Wrecking Permit Application to C&D@cityofsacramento.org for C&D signature.
Follow the steps below to complete the WMP condition of your Wrecking Permit Application:
- Step 1: Go to Green Halo Website. Go to https://sacramento.wastetracking.com/ and click “Create Your Waste Management Plan (Wrecking Permits Only)”.
- Step 2: Submit WMP. Complete and submit your Waste Management Plan. C&D debris may only be hauled by a franchised waste hauler or self-hauled.
- Step 3: Approval. C&D will review and approve your WMP. You will receive an approval notification email from Green Halo.
- Step 4: Get C&D Sign-Off. Email the Wrecking Permit Application signature page to C&D@cityofsacramento.org. C&D will sign the Wrecking Permit Application and return it to you. Note: The Planning Division must sign before C&D can sign.
- Step 5: Upload tickets: Upload your recycling facility tickets/receipts in Green Halo to keep a Waste Log of your project to show you met the 65% diversion rate. Step 6: Submit Waste Log. Due 30 days after project completion. Submit your Waste Log online in Green Halo within 30 days of project completion.
