Urban Forest Plan
Sacramento Urban Forest Plan adopted!
On June 24, 2025, City Council unanimously voted to adopt the Sacramento Urban Forest Plan. You can view the recording of the hearing at the Archived Meetings webpage and read the adopted Council resolutions for this item: Resoution 2025-0193 and Resolution 2025-0194.
The Sacramento Urban Forest Plan is the City’s 20-year plan for trees and was developed with extensive public outreach, including consultation with a partner advisory committee, presentations to community groups, and input from thousands Sacramentans.
To support plan implementation, Council authorized the establishment of an Urban Forest Plan Implementation Working Group of City staff and key tree care-holders.
Why plan for trees?
The City of Sacramento has a long-standing reputation as the City of Trees. The city’s urban forest provides many benefits to the city and its residents; however, the long-term health and success of the urban forest requires ongoing and intentional management and action.
The City of Sacramento launched the Sacramento Urban Forest Plan (SUFP) in 2018, undertaking a comprehensive multi-year initiative to develop a clear vision and goals for the city’s urban trees – including their growth, maintenance, and protection. The SUFP is the City’s primary planning tool for trees and includes:
- Vision to increase Urban Tree Canopy cover to 35% by 2045
- Assessments of the current status of the urban forest
- Policy and program framework including 55 recommended policies and implementing actions to achieve 35% tree canopy
- Implementation strategy that assigns a lead and support City department and timeframe for completion to each of the 55 policies and actions

SUFP development
The development process for the SUFP included an analysis of the current urban forest, community and partner collaboration, a public review period of a draft SUFP, and staff coordination to align urban forest goals across multiple City planning efforts.
