Leyne Milstein, Assistant City Manager

Leyne Milstein has served as Assistant City Manager since 2017 and has over 20 years of experience in local and state government. She joined the City in 2005 as a Principal Policy Analyst. She also served as Budget Manager and then as Finance Director. Before joining Sacramento, she worked for the State of California as Director of IT and Support Management at the Commission on Teacher Credentialing, as an analyst at the Department of Finance, and as staff to the State Public Works Board.

Leyne holds a Bachelor's in Political Science from the University of California, Davis and a Master's in Public Administration from California State University, Hayward.

Ryan Moore, Assistant City Manager

Ryan Moore is the Assistant City Manager over Municipal Services for the City of Sacramento. Ryan joined the City in 2005 as an Associate Civil Engineer in the Engineering Services Division of the Department of Public Works. He subsequently served in the roles of Senior Civil Engineer, Supervising Civil Engineer, Principal Engineer, City Traffic Engineer and most recently, Director of Public Works. In addition to his public service, Ryan has also spent almost 10 years in private consulting as a bridge engineer and project manager. Ryan has a BS and MS in Civil Engineering from the University of Nevada, Reno, and is a licensed professional Civil Engineer and Traffic Engineer. Ryan is on the Board of Directors for the Sacramento Chapter of the American Public Works Association and the California Cities Transportation Initiative.

Megan Van Voorhis, Interim Assistant City Manager

Megan Van Voorhis is Interim Assistant City Manager for the City of Sacramento and has more than 20 years of experience in arts and culture leadership, public policy and advocacy. She joined the City as Cultural and Creative Economy Manager and was later promoted to Director of Convention & Cultural Services. Before joining the City, she spent 17 years with Arts Cleveland, ultimately serving as President and CEO, where she led public policy, research, advocacy and service initiatives supporting the region’s arts and cultural sector. She began her career at the Royal George Theatre in Chicago. Megan holds a Bachelor of Fine Arts from The Ohio State University and an MBA from Case Western Reserve University.
