The Carlson Drive Rehabilitation Project will bring smoother, more accessible streets to the River Park neighborhood. This project focuses on restoring pavement, upgrading curb ramps, and enhancing traffic conditions along Carlson Drive as well as key entry segments of Camellia Avenue and Sandburg Drive.
This project addresses pavement deterioration caused by previous construction activities, including infrastructure improvements by the U.S. Army Corps of Engineers on the American River levee, Caltrans upgrades on the Capital City Freeway Bridge, and the City of Sacramento’s development of the Two Rivers Trail.
To restore and extend the life of the roadway, the Carlson Drive Rehabilitation Project will apply an asphalt-rubber cape seal. In addition to roadway improvements, the project will upgrade 21 curb ramps along the corridor to meet the current Americans with Disabilities Act (ADA) standards.
Traffic calming measures will be added in front of Caleb Greenwood Elementary School with the installation of modular-curb extensions and centerline hardening. The curb will be extended at the mid-block crossing, so pedestrians spend less time in the roadway, reducing their exposure to traffic. Curb extensions pull pedestrians forward from behind parked cars, making them easier for drivers to see before they step into the cross walk. Vertical centerline delineators will be installed to enhance driver attention and create a predictable path without sudden U-turns. These improvements are intended to create a more comfortable crossing environment.
Additionally, the project will implement red curb restrictions in alignment with Assembly Bill 413 (AB 413), California’s new Daylighting Law. Under this law, parking is prohibited within 20 feet of any marked or unmarked crosswalks to ensure drivers have clear sightlines of pedestrians. Overall, this project will provide the River Park community with smoother streets and more accessible pedestrian routes.
This rehabilitation project will enhance travel for residents, pedestrians, cyclists, and drivers. The asphalt-rubberized cape seal will extend the road’s surface life for the next 10-15 years.
The Carlson Drive Rehabilitation project is funded by the Road Maintenance and Rehabilitation Account (RMRA), with an anticipated cost of $1.2 million.
Construction is projected for Summer 2026.
This project is categorically exempt from the California Environmental Quality Act (CEQA).
