Merchant Validation Program

Program overview
This program allows merchants to offer a parking perk to customers who purchase goods or services at their establishment! Merchants purchase validation coupons at a discounted rate and in turn, issue these validations to customers who spend a specific amount.
Changes effective July 1, 2025
The following will apply to any orders placed on or after the effective date:

Validation coupon re-issuance
Merchants who wish to convert any valid, unused $5 validation coupons for the new 2-hour discounted coupons may pay the difference for each coupon. Expired coupons cannot be converted.
Valid, unused $5 discount coupons may still be issued to customers who spend $5 or more, as the discount will continue to be honored at the garages. However, only 2-hour discount coupons will be available for new or re-orders effective July 1, 2025.

Application and cost
Merchants must initially submit a Merchant Validation Agreement to the Revenue Division.
Upon approval of the applications, merchants will order discounts coupons in bulk orders 100 per order.
All future orders must be via the online re-order form for processing.
Until June 30, 2025: $0.50 per 100 coupons for $5 discount
Effective July 1, 2025: $1 per 100 coupons for 2-hour discount

Merchant participation
Compliance to all terms and conditions of the Merchant Validation Agreement is required to maintain participation in the program.
It is the responsibility of the merchant to inform customers as that validation coupons are only valid at garages owned and operated by the City of Sacramento.
Validations are redeemed upon exit at the garage by either:
- presenting both the validation and parking ticket to a parking lot attendant, or
- inserting the parking ticket into an exit reader, then scanning the QR code from the parking coupon to view and pay for the discounted parking fee.
Participating merchants may also request a free City of Sacramento window cling sign to display to inform potential customers that merchant validation discounts are available with purchase. Customers appreciate the discounted parking as they visit their favorite stores and restaurants!
Limitations of use
Validation expiration
- Validation coupons expire one calendar year from date printed on the coupon.
Validations are only valid at the following City of Sacramento garages:
- Memorial Garage
- Capitol Garage
- Old Sacramento Garage
- Tower Bridge Garage
- City Hall Garage
Validations are programmed to the registered merchant
- Only one validation may be used at a time.
- Each QR code is programmed for one-time use.
Validations cannot be combined with any other discount program
- Includes, but is not limited to, Early Bird Specials, Commuter Specials or Pre-pay events (if flat fee is collected at the entrance or automated)
Merchants and their employees are prohibited from using Merchant Validations for their personal parking
- This includes use by associates or family members who did not make a minimum purchase of goods or services.
- Use of these validations by merchants or employees may result in termination from the program.
- Redeemed coupons are subject to periodic audits to review use.
- Merchant is responsible for informing their employees and associates of violation terms
- Employees who use a DEPP discount with a Merchant Validation Coupon will subject themselves to both termination from DEPP and their employer's termination from the Merchant Validation Program
No cash value if discount exceeds parking charges
- No cash value will be offered to customers if the discount is more than total parking charges
Customized validations
If your business needs require a customized validation other than the amount offered through the standard validation coupon, there may be other options available to you.
