How to Comply: Building (C&D) Permits - After January 15, 2026

If you submitted a construction or demolition (C&D) permit application AFTER January 15, 2026:

  1. You will receive an email from Green Halo notifying you a Waste Management Plan (WMP) is required and has been started for you.
  2. DO NOT submit a WMP in Green Halo unless you’ve received an email from Green Halo with a link to your Plan.
  3. Follow the steps below to submit your WMP and Waste Log in Green Halo.
  • Step 1: Open Green Halo Email. Open the email from “no-reply@greenhalosystems.com” titled GREEN HALO REGISTRATION CONFIRMATION”. Check the Spam folder if you do not see the email.
  • Step 2: Click “Activate Project”. Click the link in the email to create a Green Halo user account, or to log in if you have an existing account, and start your WMP.
  • Step 3: Submit WMP. Complete and submit your Waste Management Plan in Green Halo. C&D debris may only be hauled by a franchised waste hauler or self-hauled.
  • Step 4: Approval. Recycling & Solid Waste (RSW) will review and approve your WMP. You will receive an approval notification from Green Halo.
  • Step 5: Upload tickets. Upload your recycling facility tickets/receipts in Green Halo to keep a Waste Log of your project to demonstrate compliance with the 65% diversion rate. Tickets must be uploaded separately.
  • Step 6: Submit Waste Log. Due 30 days after project completion. Submit your Waste Log online in Green Halo within 30 days of project completion.

How to Comply: Building (C&D) Permits Before January 15, 2026

If you submitted your construction or demolition permit application BEFORE January 15, 2026 or your permit is for a Production Permit:

  • Step 1: Fill out WMP. Fill out the Construction & Demolition Waste Management Plan (WMP).
  • Step 2: Submit WMP. Submit the completed Waste Management Plan to C&D@cityofsacramento.org. The Plan will be rejected if it is incomplete. C&D debris may only be hauled by a franchised waste hauler or self-hauled.
  • Step 3: Approval. Recycling & Solid Waste (RSW) will review for approval. Approved WMP’s will be signed, marked approved and returned to you.
  • Step 4: Record loads over course of project. All waste hauling and disposal or recycling activity must be entered on the Waste Log, including information from any subcontractors who self-hauled their own debris off-site. Use the waste log to record all loads, keeping a copy of the weight tickets and receipts indicating the material was recycled.
  • Step 5: Submit Waste Log. Due 30 days after project completion. Submit the completed Waste Log with a copy of the weight tickets or facility report within 30 days of project completion to C&D@cityofsacramento.org

Please note: Overdue waste logs will delay future waste management plan approvals and may result in a fine. Failure to meet the mandated 65% diversion rate required by local and state law may result in a fine.
