Housing Element

Summary

The Housing Element is part of the City’s General Plan and sets forth the policies and programs to address the housing needs of all households in Sacramento. It is the City’s 8-year housing strategy and commitment for how it will meet the housing needs of everyone in the community. State law (Government Code Sections 65580-65589.8) requires that every city and county in California adopt a Housing Element, subject to State approval, as part of its General Plan. Per SB 375 (Statutes of 2008), the planning period for the Housing Element is eight years. This places the Housing Element Cycle on a different timeline than the City’s regular 5-year updates to its General Plan.

On August 17, 2021, City Council adopted the 2021-2029 Housing Element and associated environmental review. The City submitted the 2021-2029 Housing Element to the California Department of Housing and Community Development (HCD) for a 90-day review and certification period on August 20, 2021. An amendment to the adopted Housing Element was requested by HCD in November 2021, and the City Council adopted this requested amendment on December 14, 2021.
