Transportation Funding

Formula-based funded projects

The City’s share of the formula-based funding of $11 million pays for comprehensive transportation corridor rehabilitation improvements that improve pavement conditions, improve mobility options, incorporate or expand active transportation elements, address safety concerns, implement upgraded technology solutions, and provide urban greening elements, as needed.

  • Florin Perkins Road Rehabilitation – located between Belvedere Avenue and the southern City Limits, this project is in the early scoping stages for evaluating pavement maintenance and resurfacing options.
  • Franklin Boulevard Rehabilitation – located between A Parkway and Mack Road, this project is in the project scoping and preliminary engineering phase for evaluating the options for pavement rehabilitation, bike lanes, and signal improvements.
  • T Street Rehabilitation – located between 34th Street and Stockton Boulevard, this project is in the early scoping stages for evaluating pavement maintenance, bikeway gap closure and pedestrian options.
  • Silver Eagle Rehabilitation – located between Northgate Boulevard and Norwood Avenue, this project is currently under construction as part of the Sump 87 Diversion project which includes pavement rehabilitation and installation of buffered bike lanes.
  • Broadway Vision Zero – located between Martin Luther King Jr. Boulevard and Stockton Boulevard, the project is currently in the project approval/environmental documentation phase seeking to improve the pavement conditions and includes closing gaps in bike lanes, making sidewalk and crossing improvements.
  • HSIP 9 Lampasas and Rio Linda Boulevard Safety and Pavement Rehabilitation – located at the intersection of Lampasas Avenue and Rio Linda Boulevard, the project includes pavement rehabilitation, intersection improvements, pedestrian crossing improvements, and street lighting. The project received federal Highway Safety Improvement Program grant funds and is scheduled for construction in 2024-25.
  • Florin Road Vision Zero Safety and Pavement Rehabilitation – located between 24th Street and Munson Way, these projects will be delivered in two phases. The Pavement Rehabilitation Phase I is currently under construction which includes pavement maintenance, installation of bike lanes, and the modernization of traffic signal equipment. The Phase II Safety Project includes new traffic signals and sidewalk gap closures along the corridor.
  • El Camino Avenue Vision Zero Safety – located on El Camino Avenue near the Sacramento Northern Bike Trail from Colfax Street to Empress Street, this project is currently in the early stages involving public engagement, outreach and preliminary engineering.
  • Traffic Signal Safety Project – located at nine intersections throughout the City, this project is federally funded with SACOG grant funds and currently in the scoping phase. The intersection locations include: Rio Linda Boulevard at Harris Avenue; Rio Linda Boulevard at Roanoke Avenue; 16th Street at D Street; Latham Drive at Munroe Street; Stockton Boulevard at 11th Avenue; Fruitridge Boulevard at 60th Street; Franklin Boulevard at 36th Avenue; Kitchner Road and Freeport Boulevard; 24th Street at 25th Avenue.

Competitive grant programs

These City projects have been funded through competitive grant programs.

Active Transportation Program (ATP) – These projects are funded with State ATP funds and and SB 1 funding:

  • Two Rivers Trail (Phase 2) – A 2.4 mile long multi-use trail between Sutter’s Landing Park and H Street near Sac State. The project received $3.33 million in SB 1 funding toward $6 million total project costs. The project is currently in construction.
  • Broadway Complete Streets - Phase I: from 3rd Street to 16th Street, this project converts this four-lane arterial to a two-lane arterial with buffered bike lanes, median improvements, sidewalk improvements and streetscape enhancements. This also creates a surface street (29th Street) from X Street to Hwy 99 South. Phase 2: from 16th Street/Land Park Drive to 24th Street, this reduces Broadway from four to two lanes with two-way left turn lane, installs bicycle facilities, pedestrian improvements, signal modifications and streetscape enhancements. This project is currently in construction.
  • Franklin Complete Streets - Phase 1: from 19th Avenue to Sutterville Road, this project reduces Franklin from four lanes to two lanes with a two-way left-turn lane (on-street parking as appropriate, construction of curb, gutter, and sidewalk, installation of Class IV protected bikeways, pedestrian-scale lighting, and landscaping. Phase 2: from 19th Avenue to 32nd Avenue, this project reduces Franklin from four lanes to two lanes with a center turn lane, add Class IV bikeways and improved pedestrian facilities. The project is scheduled for construction in 2024.
  • Northwood School Access Improvements – located in northern Sacramento, near the Northwood Elementary School and Swanston Light Rail Station, this project is constructing curbs, gutters, sidewalks, crosswalks, and curb ramps on Frienza Avenue, Clay Street, Lexington Street, and El Camino Avenue. This project is currently in construction and will be completed in 2024.

Local Partnership Program (Competitive Program) – Rewards local agencies with sales tax and development fee programs, with projects selected on a competitive basis statewide.

  • Downtown Mobility Project - With $5 million of SB 1 funds and $5 million of developer impact fees, this project will create protected bikeways on key north-south and east-west streets including 9th and 10th streets as well as P and Q streets. The project will also convert 5th Street and a portion of I Street from one-way to two-way in order to improve vehicle and bicycle access. This project is currently in construction through 2024.

Caltrans Sustainable Transportation Planning Grant – Focuses on transportation planning efforts for actions to help achieve the State’s greenhouse gas reduction targets.

 

Regional projects

In addition to projects that are directly managed by the City, SB 1 has also awarded $125 million in funding for regional projects that will directly affect Sacramento residents, employees and visitors.

Interstate 5 HOV Project – Approximately 19 miles of bus/carpool lanes constructed from Beach Lake Bridge to U.S. 50, plus two new soundwalls near Freeport Boulevard and Pocket Road. The project received $15 million in Congested Corridors funding toward $278 million total project costs and is scheduled for construction in late 2018.

U.S. 50 Multimodal Corridor Enhancement Project – Includes 14 lane miles of HOV lanes from Interstate 5 to Watt Avenue, pavement rehabilitation and light rail expansion from Sunrise Blvd to Downtown Folsom. The project received $110 million in Congested Corridors funding toward $45 million total project costs and is scheduled for construction in 2020.
