CORE Summit 2026 is a multi-day event, hosted by the City of Sacramento and the Office of Cannabis Management (OCM) to advance equity, education, and collaboration within the cannabis industry. Designed as both a learning and networking event, the Summit brings together regulators, equity operators, policy leaders, municipalities, advocates and industry experts to promote sustainable pathways for participation to advance equity businesses in the cannabis marketplace. Eugene Hillsman, Deputy Director of Equity & Inclusion for California Department of Cannabis Control

Summit Spotlight - Eugene Hillsman

Eugene Hillsman is Deputy Director of Equity & Inclusion for the California Department of Cannabis Control (DCC). Born in Danville, Illinois and raised in Atlanta, Georgia. Eugene attended Washington University in St. Louis for college. He later joined Charles Stewart Mott Foundation as an associate program officer, working to improve equity and increase access to high quality experiences for young people. He also worked as a criminal justice advocate. After graduating from Princeton University's School of Public and International Affairs, receiving a Master's in Public Affairs, Eugene decided to pursue interests at Princeton as a doctoral candidate in history. His dissertation examined American cannabis policy, by looking at the impact War on Drugs had on disadvantage communities. He then moved to California to join the Office of Cannabis as Deputy Director in San Francisco. In 2021, he was appointed by Governor Gavin Newsom to be Deputy Director of Equity & Inclusion for DCC.
