Meet Captain Brian Kinney

Office of the Chief – Special Services Division

Captain Brian Kinney began his career with the Sacramento Police Department in 2001. He was promoted to Captain in December 2023, and currently oversees the Special Services Division in the Office of the Chief. He previously led Internal Affairs, and served as the Executive Lieutenant of our South Command. He has also worked as a Detective Sergeant in Homicide, Felony Assaults, the South Street Gang Enforcement Team, as a Patrol Sergeant, Gang Detective, FBI Safe Streets Task Force, FBI Innocence Lost Task Force, School Resource Officer, and Patrol Officer.

Brian has a Bachelor of Arts degree in Criminal Justice from Union Institute and University. He completed POST Supervisory Leadership Institute, Class 413.

Brian is the Vice President of the Widows & Orphans Aid Association, and Director of California Homicide Investigators Association.

Brian’s department awards include a Unit Citation as a School Resource Officer, and two Unit Citations as a Gang Detective.

Brian’s father and grandfather were officers with Sacramento Police Department, and he has never thought of working anywhere else. He was born and raised in Sacramento, having attended Sacramento city schools from kindergarten until graduating from Sacramento High School.
