Council District 4 borders Council Districts 2 and 3 to the north, Council District 6 to the east, and Council Districts 5 and 7 to the south. The western border runs along the Sacramento River, and turns east to follow the American River, until it intersects with Fair Oaks Blvd. It follows H Street and Elvas Ave south to 65th street, then turns west along Highway 50 and roughly along Broadway blvd through Upper Land Park neighborhood, where it meets the Sacramento River.
