As of January 1, 2026, the City of Sacramento is requiring all new plan review and permit applications to comply with the 2022 California Building Standards Codes and applicable City Code Amendments.

Moratorium on Required Code Updates for Residential Master Plans

Code updates will not be required for active master plans approved under the 2022 California Residential Code if meeting the requirements below:

Pursuant to Health & Safety Code 18938.5 (d) Notwithstanding subdivisions (a) to (c), inclusive, the state and local building standards in effect at the time an application for a building permit is submitted, for a residential dwelling based on a model home design approved under those standards, shall apply to all future residential dwellings based on that approved model home design in the same jurisdiction, unless the model home design substantially changes at a later date or 10 years have passed since the building permit for the model home design was approved by the jurisdiction, whichever comes first.

California Residential Code (CRC §R302.1) Fire Separation Distance

The minimum fire separation distance requirements noted in Table R302.1(1) and R302.1(2) apply to multiple dwellings on a single parcel. Where a new dwelling is proposed on the same lot as an existing dwelling the minimum fire separation distances shall be considered such that the existing dwelling meets the requirements of R302.1. For purposes of complying with this section an accessory dwelling unit shall be defined as a dwelling unit.

California Green Code Mandatory Measures for Electric Vehicle Charging (Cal Green §4.106.4 & §5.106.5.3)

All proposed work must fully comply with the mandatory measures for Electric Vehicle Charging (Capable Spaces, Receptacles and Charging Stations) as applicable to proposed residential or nonresidential project.
