City of Sacramento Secures $31.9 million from Homekey+

The Rio Linda Senior Housing Project will create 100 permanent supportive tiny homes for seniors, including 49 homes dedicated to veterans
The City of Sacramento, in partnership with Urban Capital LLC, has secured nearly $31.9 million through California's Homekey+ program to develop the Rio Linda Senior Housing Project, a new model of permanent supportive housing and the second step in our Six Point Plan to address unsheltered homelessness.
The Rio Linda Boulevard project in Council District 2, North Sacramento, will include 100 homes for adults aged 55 and older, including 49 homes reserved for veterans experiencing homelessness who have behavioral health needs.
"Seniors are one of our fastest-growing and most vulnerable homeless populations. These tiny homes will provide a dignified solution," said Sacramento Mayor Kevin McCarty. "Following the opening of our River District Safe Camping Site, this project is the second milestone in our Six Point Plan. Everyone deserves a safe place to sleep at night. We are nowhere near finished, but this project is another step in the right direction. "
"This funding is a major win for North Sacramento,” said Councilmember Roger Dickinson, “providing permanent, supportive housing to our seniors and veterans gives them the dignity and stability they deserve and shows the power of strong state and local partnerships in uplifting historically divested community members.”

"This Homekey+ award reflects what strong partnerships can accomplish and will help more seniors and veterans move from homelessness to stable housing with the supportive services they need to succeed."
The City and Urban Capital LLC will work with BOSS Homes to provide modular units with living space, a bathroom, and a kitchenette. Plans for the site also include community gathering areas, laundry facilities, a community garden, storage, and offices for property management and supportive services. Residents will enter into leases and pay no more than 30% of their income toward rent.

The City’s Economic Development Department, in collaboration with the Department of Community Response, applied for the Homekey+ funding through the California Department of Housing and Community Development in April 2025. The City’s Homekey+ award is expected to go to the Sacramento City Council for formal acceptance at a future meeting. Construction on the project is expected to begin in February 2027.
