Grass Conversion

Rebates are available to City of Sacramento customers to replace existing grass with drought-tolerant landscaping.

Single-family customers can receive a maximum rebate of $3,000 for eligible expenses, which is calculated at $1.50 per square foot of grass converted on the front, side and back yard.

A rebate of up to $200 is also available to single-family customers to help design a front yard landscape.

Multi-family properties of three or more units, commercial and institutional customers can receive a maximum rebate of $50,000 for eligible expenses, which is calculated at $1.50 per square foot and can be used for grass conversion, irrigation upgrades, or a combination of both.

To be eligible for a rebate, customers must receive approval from City staff on all projects BEFORE they begin.

Project requirements

Grass conversion projects must include:

  • Non-invasive, drought-tolerant plants, including groundcover, shrubs and trees
  • At least 60 percent plant coverage after plants are mature 
  • A minimum of five plants
  • A drip irrigation system with an EPA WaterSense-certified smart controller OR no irrigation system if the customer waters by hand
  • Organic or inorganic mulch, which must be spread 2 to 5 inches under trees and shrubs and must be 6 inches or less in diameter

What’s not eligible for reimbursement:

  • Projects that have already been completed
  • Artificial grass
  • Labor that is done by a non-licensed (C27) contractor
  • Tree removal equipment rental and tool purchases
  • Herbicides
  • Cardboard
  • Soil amendments
  • Border materials
  • Boulders
  • Plants in raised beds or containers

How to apply

  1. Submit a completed grass conversion rebate application. Mail or email photos of existing turf, plant coverage worksheet and landscape plan.
  2. Wait for approval from water conservation staff.
  3. Schedule a pre-inspection before beginning your project.
  4. Complete your landscape conversion project and submit receipts and a photo within 120 days of project approval.
  5. Schedule a post-inspection from water conservation staff. Itemized receipts will be reviewed and verified by staff. Following review, projects must be inspected after completion.
  6. Receive a rebate check, usually within 12 weeks of your post-inspection appointment and approval.
