Construction & demolition debris recycling - 65% diversion required
All demolition projects, projects covered by CALGreen and building permits require 65% of all debris generated during the course of a project be recycled.
Green halo now required for City’s C&D program
Starting January 15, 2026 the City will use Green Halo to review and approve all Waste Management Plans and Waste Logs. Green Halo is an online system that allows contractors and project managers to identify local recycling facilities and waste haulers for their construction and demolition (C&D) project, track their project’s waste diversion rate, and store all recycling receipts to assist permittees in meeting California’s Green Building Standards. Please note: Failure to meet the mandated 65% diversion rate required by local and state law may result in a fine.
Construction and Demolition permit and Wrecking permit applicants that submitted their application AFTER January 15, 2026* must submit a Waste Management Plan and Waste Log online through Green Halo.
- DO NOT submit a WMP to Green Halo for a construction demolition permit until you've received an email from Green Halo with a link to your Plan.
- Wrecking permits submitted after January 15, 2026 must follow the instructions below to submit a WMP in Green Halo. Wrecking Permits will NOT receive an email from Green Halo with a link.
Applications submitted BEFORE January 15, 2026 must submit the Waste Management Plan and Waste Log using the PDF forms and send to C&D@cityofsacramento.org.
* All Production Permit Applicants must continue to submit their Waste Management Plan and Waste Log using the Waste Management Plan and Waste Log PDF forms. Green Halo will be used to submit WMPs for Production Permits at a later date.
Instructions on building & wrecking permit process
Projects that must recycle debris
- All projects designated as CALGreen, Demolition and New Construction
Exemptions: Detached residential garages, residential in-ground pools, residential prefabricated structures (sheds, etc.) Commercial projects are not exempt.
- All Demolition Permits – structural demolition (down to the ground), interior demolition
Exemption: Demolitions due to fire damage to correct an unsafe situation. A report from City Fire or Code Enforcement verifying the fire is necessary to receive this exemption. Remodeling due to fire damage is not exempt.
- Any construction permit job value of $200,000 or more is required to recycle debris. Valuation is determined by the City Community Development Department.
Fees & fines
The administration fee is 0.04% of the job valuation or a minimum of $40. This fee is collected on the Building Permit and is due prior to permit issuance.
- Minimum Fee: $40
- Maximum Fee: $800
Fines may be issued for Waste Logs that do no comply with the 65% diversion rate requirement:
- $50-$250 for first offense
- $251-$500 for second offense
- $501-$1500 for subsequent offenses
Certified mixed C&D debris sorting facilities
Mixed C&D Debris loads must be hauled to a County-certified mixed C&D sorting facility listed below by a City of Sacramento franchise waste hauler OR self-hauled by the project contractor.
Note: To claim recycling diversion credit on mixed C&D loads according to CALGreen Code, weight tickets must be stamped "Sacramento County Certified C&D Sorting Facility".
