Shared rideables are rental micromobility devices, including motorized scooters.  The City of Sacramento issues permits to companies operating in the city and also conducts regular evaluations of operations and regulations. 

There are state laws and local ordinances regulating the use of shared mobility devices to ensure safety for the user, pedestrians, and operators of other moving vehicles. 

Upon initiation and the end of each ride session, users of shared mobility devices are provided important information through the operator's app, which may include: how to properly operate and park the device, locations where devices are prohibited, and safety precautions relating to sidewalks, such as keeping the path clear of parked devices and avoiding riding on sidewalks.  

Device users may be subject to a parking citation or administrative penalty if devices are operated or parked illegally.

Data and evaluations

The City utilizes anonymized device data for both bicycles and scooters to faciliate planning for parking and bikeway needs. The Micromobility Dashboard also provides information to address community concerns and ensure shared rideable business operators deploy devices according to the City's equity requirements. 

In 2025, the City of Sacramento partnered with Bird and Lime to conduct a survey of shared-rideable users. The City also finalized a study of best practices for shared micromobility programs that includes data from peer cities with shared mobility programs.

Business permitting

Companies desiring deployment and operation of a shared rideables program within the city limits of Sacramento must first apply and obtain approval through the City of Sacramento. Terms and conditions may apply.

An approved business permit and all applicable fees or citation fines must be paid in full to maintain operations within the city of Sacramento. Authorization by the City of Sacramento does not cover any areas outside the city limits that are part of Sacramento County.
