Climate Action & Adaptation Plan

Extreme Heat Mitigation

Extreme heat is one of the most pressing climate challenges facing our community. Rising temperatures put residents — especially children, seniors, and outdoor workers — at greater risk for heat-related illness, increase household cooling costs, and can worsen air quality. The City is committed to making our neighborhoods safer, more comfortable, and more resilient through planning, design, and policy action.

What we're working on

The Climate Action & Adaptation Plan (CAAP) includes policy direction to create built environments that reduce exposure to extreme heat and mitigate urban heat island effect, focused on integrating cooling strategies into the way we design and build our city. The Planning Division has initiated work to:

  • Evaluate options for minimum tree requirements on private development sites to support growth of the urban tree canopy. 
  • Review our tree protection ordinance to identify opportunities to better preserve mature shade trees and ensure thoughtful replacement when removal is necessary. 
  • Consider a flexible landscape, site, and building design approach that would encourage or require heat-mitigation strategies — such as shade trees, reflective or permeable surfaces, building design strategies, and shade structures — while providing property owners with multiple pathways to comply.

These efforts are in the early stages, and community feedback will help shape how we move forward. 

Collaboration with Sacramento County and ULI

The City of Sacramento recently partnered with Sacramento County and participated in the Urban Land Institute (ULI) Sacramento Technical Assistance Leadership Exchange Program focused on extreme heat solutions for our region. ULI convened a panel of experts in planning, urban forestry, public health, and economic development to explore actionable strategies to cool our community.
