There are publicly sponsored and privately operatated car share programs operating in the city of Sacramento. Learn more about these programs and the permit process to operate a car share program.
The City of Sacramento works in partnership with the Sacramento Metropolitan Air Quality Management District (SMAQMD) to expand the OCCSP to income-qualified residents near car share sites.
Under this program, residents may reserve an electric vehicle at an affordable rate. The goal is to provide mobility options to households in areas where such opportunties were once limited and reduce apprehension about electric vehicle technology.

The Mobility and Sustainability Division of the Department of Public Works offers specialized parking permits for car share operators who deploy car share fleets for use in the Sacramento region. Reduced permit fees are offered for each zero-emissions electric vehicle (ZEV) deployed into operation.
The official permit fee structure has been effective since July 31, 2018, with program eligibility requirements effective since August 28, 2018. These resolutions established fees and a process to issue permits to car share operators with specified criteria, such as insurance requirements; vehicle branding; community outreach; monitoring; and reporting.

California vehicle code authorizing car share and rideshare programs
Parking permits for car share fleet vehicles are in the form of virtual permits, enforced by Automated License Plate Recognition (ALPR) technology. During each annual renewal period, car share operators must include an updated list of license plates, make, and model for each fleet vehicle that will be in operation in Sacramento. Permits are monitored by City of Sacramento Parking Enforcement.
Virtual permits allow members to park with an exemption at either dedicated spaces, or any legal parking space on the street, depending on the permit type. However, the cost of that parking is paid by the car share operator.
Prior to the start date of each fiscal year, the operator must purchase a permit for each vehicle it intends to deploy. Car share operators have the discretion of whether they choose to pass these parking costs, or any parking citations, to their members.
Car share operators are offered three types of permits. Permits must be paid for prior to conducting operations in the city of Sacramento.

Permit fees are based on the current City Fee & Charge Report and subject to change each fiscal year:
Permit fees are charged at lower rates for any zero-emission vehicles (ZEV) in the operator's fleet to incentivize expanded mobility options while delivering air quality benefits in our neighborhoods.
Operators must pay all fees prior the start of each fiscal year (June). Permits are valid for a full fiscal year (July 1 - June 30).
For Free-floating permits, operators must provide the technology to track actual parking sessions during the fiscal year. The payment in June for these permits are a deposit that wll be compared to actual parking time to determine final fees.
