What is a recycling, organics and edible food complaint?

State Law SB 1383 requires that a formal complaint process is available for violations of requirements, including:

  • Missing signage or labeling on waste bins 
  • Lack of education and outreach materials on how to dispose of materials 
  • No inspections of bins 
  • No edible food recovery (large restaurants, large venues and grocery stores only)
  • No mixed recycling (blue bin) collection service
  • No organics/green waste bin collection service 
  • Missing blue or green waste bin

How to file a recycling, organics or edible food recovery complaint

Complaints regarding a commercial or residential property located in the City of Sacramento must be made through the City's 311 portal using the instructions below. Complaints may be submitted anonymously. 

Requests must be submitted using the instructions below to ensure the information is routed to the proper department for resolution:

  1. Visit the City of Sacramento's 311 Request Page
  2. Select Request Service
  3. If you have a 311 account or would like to create one, select Register & Login and login to your 311 account. Otherwise, select Continue as Guest to continue without creating a 311 account. 
  4.  Select Solid Waste
  5. Select Recycling, Organics and Edible Food Complaints
  6. Select Request This Service
  7. Enter the address where the alleged violation is occurring (the location must be within the City of Sacramento limits)
  8. Once the address is located, click the green box with the chosen address and arrow to proceed to the next page.
  9. Complete all request details. Please provide as much detail as possible, and include photos when available. 
  10. Select Next
  11. If you would like to remain anonymous, select the checkbox stating "I'd rather stay anonymous." Otherwise, provide your contact information. 
  12. Select Next
  13. Review your complaint details and select Submit once all details are verified.
  14. You will receive a case number. Retain this case number for your records. You will need your case number if you would like to check the status of your request.

How to check the status of your recycling, organics or edible food recovery complaint

  1. Visit the City of Sacramento's 311 Request Page 
  2. Enter your submitted case number in the "Search, or enter a request number" box (about the middle of the page)
  3. Click the magnifying glass to search
  4. Your complaint status will appear

Note: Complaint statuses will have limited details to ensure privacy of utility billing. 

Timeline for complaint resolution

  • State Law SB 1383 allows up to 90 days for a jurisdcition (the City) to start investigating a complaint
  • Real time status can be found using the "How to check the status of your recycling, organics or edible food recovery complaint" instructions above
  • Note: Per State Law SB 1383, the City may decline to investigate a complaint if investigation is unwarranted because the allegations are contrary to facts known to the City
