Required Documentation

Please submit copy of:

  • A valid photo identification or valid California Driver's License
  • Proof of residency
  • Valid CA DMV registration (for Virtual Vehicle Permit requests)

Special permits

The following are special permits that require additional documentation

  • College  or any post-secondary students who cannot change their DMV registration to reflect their current residential address.
  • Active military personnel who cannot change their DMV registration to reflect their current residential address
  • Business owners with property within an RPP who need permits for business vehicles with DMV registered to the permit address.
  • Residents with leased or company-owned vehicles that do not have DMV registered to the permit address.  
  • Property owners who don't reside at the permit address and need parking to service the property.

Documentation descriptions

Applications with missing documentation will not be processed. Please read the descriptions of the required forms of documentation prior to completing a residential permit application. 

Proof of residency

Acceptable forms of documentation include: a current (less than 45 days old) utility bill, bank statement, or insurance declaration page. All pages of utility bill or bank statement must be submitted.  Proof must reflect the full name of the resident and address where permit will be registered. PO Box is acceptable if reflected on the proof of residency. 

Property owners who don't live at the residence may submit a current property tax statement to receive a Visitor's Permit placard.

Valid CA DMV registration

A current State of California DMV registration is required to apply for Virtual Vehicle Permits and must accompany a proof of residency. 

The registration must reflect the resident's full name and the address where the residential permit will be registered. A local post office box address is only accepted with a proper proof of residency.
