Residential Permit Types

There are three basic types of residential permits. There are also special permits that require additional documentation with the application.

Virtual vehicle permit

How to display: No physical permit to display. The vehicle's license plate serves as the permit and is enforced with License Plate Reader (LPR) technology. Any change in license plate requires an application for a "new" permit.

Limit per address: No limit. For households with multiple vehicles, a separate application must be completed for each vehicle and accompanied with the valid CA DMV registration for the vehicle that is reflected on the application.

Required documentation: A valid CA DMV registration for each vehicle, proof of residency, and photo identification are required to apply for this permit.

Special notes:

  • New residents and residents who acquire new vehicles must choose the "New Permit" option on the application. 
  • One Visitor Permit placard is automatically issued with the Virtual Permit if there isn't a Visitor Permit already registered to the residence. 
  •  If a vehicle owner has multiple vehicles registered under their name with the DMV and to the same permit address, then the same document used for proof of residency may be attached to each application.

How to display: On the driver's side dashboard, without obstructing the view of the Vehicle Identifcation Number (VIN). The permit details should be faced up on the dashboard and clearly visible through the windshield.

Limit per address: One placard per permit address. Permit areas C, L, and R have a limit of two placards per address.

Required documentation: Proof of residency and a valid photo identification or driver's license.

  • Renters may also submit a copy of a signed lease agreement reflecting the applicant's name and permit address. 
  • Property owners (non-residents) who need occassional parking access to their property may submit a copy of the property tax statement along with their application for a Visitor's Permit.

Special notes:

  • A resident may use the Visitor Permit for their own vehicle if they don't have the documentation required to apply for a Virtual Vehicle Permit. 
  • There is a $25 replacement fee for a lost or damaged permit.

Temporary permit placard

How to display: On driver's side dashboard, without obstructing the view of the Vehicle Identification Number (VIN). The permit details should be faced up on the dashboard and clearly visible through the windshield.

Limit per address: The number issued is on a case-by-case basis

Expiration: Expiration date depends on the reason for the permit. Permits for temporary use until DMV or proof of residency are established will typically expire ih 45 calendar days.

Required documentation: Lease agreement or mortgage statement that is no older than 45 days old and valid photo identification.

Special notes:

  • Residents are responsible for obtaining a Virtual Vehicle Permit or Visitor Permit before the Temporary Permit expires. No reminder notice will be sent. 
  • Only one Temporary Permit will be issued to new residents awaiting DMV registration or proof of residency. Multiple permits will not be issued to residents who fail to obtain Virtual Vehicle or Visitor Permits in time.

The following special permit types require additional documentation.

Home healthcare workers

Home Healthcare permits are available for residents who require parking for their in-home care provider.

Please call (916) 808-8500 during Revenue phone hours to request a permit.

Permits for students (Post-secondary)

Temporary permits are available to residents who meet both of the following conditions:

  • Student currently enrolled in post-secondary education such as a local college,  university or trade school 
  • Requires parking of a vehicle on the street that is not registered in their own name and/or the vehicle's DMV registration does not reflect the physical address of the residential permit area where they currently reside.

Students must apply in-person at the Revenue Division and must have all required documentation ready upon application. This permit must be renewed every semester or quarter (depending on school calendar system): 

  • Student ID 
  • Current Semester or Quarter Course 
  • DMV Registration 
  • Proof of Residency (i.e. SMUD, PG&E, bank statement) 
  • Complete a Temporary permit application

 

Active military personnel

Active military duty personnel who cannot change their vehicle registration to reflect their current residential address may apply for a Virtual Vehicle Permit if they have proof of residency.

Applicants must submit:

  • Copy of their military identification card (ID)
  • Current DMV registration
  • Proof of Residency
  • Complete a Virtual Vehicle permit application

Property owners (non-residents)

Property owners qualify only for a Visitor's Permit placard.

Applicants must submit:

  • Copy of the current property tax statement that reflects the residential address where the permit will be used
  • CA Driver's license or valid identification
  • Complete a Visitor permit application

Leased or company vehicles

Residents driving leased or company vehicles that cannot have DMV registration changed to property addess may apply for a Virtual Vehicle permit if they submit the following:

  • Vehicle's DMV registration
  • Proof of residency
  • CA Driver's license or valid identification
  • Complete the Company Vehicle Verification Form
  • Complete a Virtual Vehicle permit application

Home improvement contractors

Residents contracting home improvement or maintenance work at the residence may request a Temporary Home Improvement parking permit for contractor vehicles.

These permits are free of charge and are issued on a case-by-case basis. The resident or the contractor performing the work may apply for the permit. Permit expiration is based on the duration of the project. These permits are placards that must be displayed in the inside of the contractor’s vehicle on the driver’s side dashboard in a manner that does not obstruct view of the VIN. Permits are not transferable between contractors from different companies.

Applicant must submit:

  • Proof of improvement: A copy of the contract or scope of work to be performed must be presented upon permit application and must include the address where work will be performed, the expected dates of the project and the company name of the contractor performing work.
  • Proof of residency
  • Complete a Temporary permit application

Business owners in RPP areas

Business owners with properties in an RPP area may obtain Virtual Vehicle permits for business vehicles. Businesses are not eligible for Visitor permits.

Applicants must submit: 

  • Vehicle's DMV registration reflecting business name and permit address
  • Proof of residency
  • CA Driver's license or valid identification
  • Complete a Virtual Vehicle permit application
