SacAdapt - Transportation Adaptation Plan

Summer heat and winter storms are nothing new for Sacramento. However, these events are becoming more frequent and intense as a result of climate change.

The City of Sacramento is taking action to prepare for these changes through SacAdapt, a Transportation Infrastructure Adaptation Plan. This planning effort was funded by a Caltrans Adaptation Planning Grant and was implemented in partnership with the Sacramento Regional Transit District (SacRT).

The SacAdapt Plan was approved by the SacRT Board of Directors (Resolution #2026-04-042) and the Sacramento City Council (Resolution #2026-0082) in April 2026.

SacAdapt will guide the City in preparing for climate impacts—like extreme heat, flooding, and high winds—to our transportation system. This includes efforts to maintain the comfort of active transportation and transit during extreme weather, so that we can achieve our walking, biking, and transit ridership goals. It also means prioritizing infrastructure improvements that benefit the communities that are most vulnerable to climate impacts.

SacAdapt outlines strategies to guide transportation adaptation efforts and enable the City and SacRT to pursue grant funding for resilient infrastructure upgrades.

Project timeline

  • October 2024 to Summer 2025: Vulnerability and Risk Assessment
    Evaluate existing and future extreme weather risks to our transportation system, assess vulnerabilities, and conduct a risk analysis.

  • Early 2026: Draft and Final Plan
    Develop the final SacAdapt Plan. The public comment period for the draft SacAdapt Plan was open from January 15 through February 12, 2026.
