Small Project Rapid Review (SPRR)
Effective July 6, 2026, SPRR will replace the current Electronic Over the Counter process.
SPRR Plan Review
Small Project Rapid Review (SPRR) is an expedited plan review service for commercial and residential projects with limited scopes of work. This automated service replaces the Electronic Over the Counter (E-OTC) process with an automated process to minimize delays and enhance customer experience. Projects accepted into and approved through the SPRR program will be assessed an Expedited Plan Review Fee and reviewed within 1-3 business days.
SPRR is not intended for Minor Permits or other permit types that do not require plan review. If your project qualifies as a Minor Permit, please visit the Minor Permits page and follow the applicable permit application process.
Before selecting this application type, carefully review all SPRR terms, eligibility criteria, and limitations. If your project does not fully comply with the SPRR program requirements, select “Building Permit Submittal Clearance” when creating your planning application in the Public Permit Portal.
Application Eligibility Criteria
Plan Review staff reserve the right to determine a project’s eligibility for SPRR review. Eligibility will be based on the criteria below, the completeness of the submitted plans, complexity of the proposed work, and any factors that may affect the ability to perform an expedited review. Projects determined to be ineligible for SPRR will be automatically redirected to the standard plan review process.
Residential (Single Family) Projects that may qualify for SPRR
- Remodels with minor structural changes
- Outdoor pools and spas
- Attached Patio covers and trellises
- Attached pre-manufactured sunrooms (under 500 square feet)
- Tile Roof conversions with supporting calculations
Residential limitations and conditions
- New detached structures, additions, housing cases, and revisions to previously approved permits
Commercial projects that may qualify for SPRR
- Occupancy Groups B and M only
- Dry rot and fire damage repairs will be considered on a case-by-case basis regardless of occupancy
- Basic interior alterations for projects 3,000 sq. ft. or less
- Minor electrical work
- HVAC Installations*
Commercial limitations and conditions
- First time tenant improvements, additions, new detached structures, housing cases, and revisions to previously approved permits.
- Projects requiring approval from County Health, unless the submission includes a receipt from County Heath indicating that they have accepted the project and are currently reviewing it.
- Projects with changes in occupancy group classifications.
- Projects involving significant accessibility compliance issues or hardship requests.
- *HVAC equipment over 400 lbs. that requires engineered anchorage details and calculations. A structural framing plan and engineered calculations verifying the supporting structure are required where new equipment exceeds existing equipment weight by 5% (Refer to CDD-0036).
- Structural modifications that require substantial engineering analysis and design.
To request SPRR service
Step 1
Prepare the submittal package needed for an SPRR request. For more information on required documents, please visit the Electronic Plan Check page.
Each SPRR request must include the following attachments in PDF format:

- Log in to the City of Sacramento Public Permit Portal.
- Create a new account or sign in to your existing account.
- Create a Planning Application for Clearance to Submit to Building.
- Once the Planning Application has been submitted, select Small Project Rapid Review (SPRR) as the requested review service.
- Complete all required application fields and upload the necessary plans and supporting documents.
- Follow the on-screen instructions to complete and submit your application.
