Residential Addition
This category is used to permit applications which propose to increase the size of an existing single family home, duplex or accessory building to a single family or duplex. The proposed increase does not have to be conditioned. It could be an attached patio cover, front porch, second floor, or attached deck. If the proposed project involves the construction of a new detached structure, it will be permitted as a Residential New Building not an addition.

City operations tax
Only charged if a California licensed contractor is the permit holder.
Coach recording fee
Commercial modular structures installed on private property must pay this fee.
Combined sewer fee
If the project is located within the City’s Combined Sewer system fees are calculated by the number of dwelling units. If an addition resulted in the addition of a dwelling unit this fee would be due. The Utilities department should calculate and assess the appropriate fee. Projects which pay this fee do not pay the Sewer Development fee.
Construction debris fee
Charged if the project value is $250,000 or more or has a scope of work covered by the California Green Building Code.
Downtown, River District, and Railyards impact fee
Due if the project falls in the Downtown, Railyards or River District areas.

Housing impact fee
Charged on new residential units as established in the Mixed Income Housing Ordinance (City Code 17.712)
Jacinto Creek fees
This fee would only be due if the proposed project included the creation of a new dwelling unit, and the project is located within the Jacinto Creek area. Calculation, assessing and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.28.100.

Landscape document package application fee
Charged if the submitted plans include landscape sheets.
Park impact fee
If the project will result in the establishment of a new dwelling unit.
Plan review – expedite (building division)
Charged when expedited plan review services are requested and provided by the city. This is an optional service.
Planning division, expedited plan review fee
Charged when expedited planning plan review services are requested and provided by the Planning Division. This is an optional service.

Planning division, inspection fee
Changed when the planning division performs field inspections
Planning division, mitigation monitoring fee
Charged on building permits for which field inspections are performed by the Planning Division regarding a mitigated environmental Entitlement requiring a monitoring plan.
Planning division, plan review fee
Charged on building permits which require plan review by the Planning Division. This fee is based on project valuation.

Public works fee
This fee is calculated by Public Works Staff in the Development Engineering section. The fee is a function of the number of plan review hours expended reviewing the project.
Regional sanitation
Regional sanitation fees would only be due in the event that two detached residential units exist on a parcel and the project will result in the establishment of a third residential unit. In this case Regional Sanitation should be contacted to establish the fee.
Residential construction tax
Charged based on the number of bedrooms per unit (1, 2, or 3 bedrooms) created. This fee would be charged only if the addition will result in the establishment of a new dwelling unit.
Sacramento Area sewer district
If the property is in an SASD area, the sewer fees must be paid at the Regional Sanitation District offices. For a residential addition this fee would only be due if an increase to the sewer service size is required by the project.
Sacramento Area Flood Control Agency Development Impact Fee (SAFCA-DIF)
Due on all conditioned square footage added to the first and/or second floors of residential structures designated to be in the SAFCA-DIF area. Basements are exempt.

Sacramento Transportation Authority (STA) fee
Additions which establish a new residential dwelling unit pay per unit established.

Charged whenever CDD charges the STA fee.

School impact fees
Paid at the school district the project is located within. Due for additions greater than 500 sq. ft. Proof of payment must be presented prior to permit issuance.
Sewer development fee
Projects located in the City Sewer Service Area requiring a new tap pay based on the size of the required service. If an addition results in the need to increase the service size some sewer development fees could be due. Projects which pay this fee do not pay the combined sewer fee.
South Natomas FBA fee
If the projects falls within the South Natomas FBA area, and the addition will result in an additional dwelling unit this fee may be due.

Transportation Development Impact Fee (TDIF)
Charged when the project results in the creation of a new dwelling unit.
Utilities fee
This fee is calculated by Utilities Department Staff in the Utilities Development Services section. The fee is a function of the number of plan review hours expended reviewing the project.
Utilities fee – expedited plan review
This is an optional fee for Over the Counter or Expedited Plan Review performed by the Department of Utilities on building permit applications.
Water development fee
This fee is charged on any project which requires a new water tap or increases the size of an existing tap. The fees are based on tap size. In the event that a Residential addition involves increasing the water tap this fee should we calculated by the Utilities Department.
Water meter fee
If the project scope necessitates an increase to the water service size a meter will be required. The Utilities Department is responsible for calculation of this fee.
Water supply test/analysis
This fee may be assessed as needed by the Utilities Department staff, or the Fire Department staff. It can be needed for several reasons. In all cases the Utilities Department staff is responsible for assessment and invoicing.
65th Street fee
Due if the project falls within the 65th St area. This fee is assessed by Public Works.
