The City of Sacramento’s Electric Vehicle (EV) Blueprint Implementation project is working to expand access to high-impact clean mobility options in underserved neighborhoods across the city.
Expanding access to electric vehicles and e-mobility in underserved communities is important to address transportation, air quality, and infrastructure-related inequities. It’s also an important step for meeting the City’s climate and EV goals while reducing the impacts of air pollution in environmental justice communities. Some of the current challenges Sacramentans face with accessing electric vehicles include the upfront costs of purchasing an EV, lack of easy access to charging infrastructure, and limited awareness about affordable EVs and programs.
Through the EV Blueprint Implementation Project, the City is deploying three types of infrastructure to increase EV access in the communities where the most significant barriers to EV access and adoption persist.
The EV Blueprint Implementation program was made possible through the EV Ready Community Challenge Phase 2 funding from the California Energy Commission, and support from SMAQMD, Sacramento Municipal Utility District, and the Sacramento Public Library.

The City has installed 67 Level 2 electric vehicle chargers at 13 sites to provide convenient access for residents who may have challenges charging at their home or work. These chargers provide about 100 miles of range in 4 hours, allowing residents to charge their vehicles at a reasonable cost while enjoying the amenities of Sacramento’s community centers, libraries and public parks.
These locations were selected to close gaps in the charging network and ensure that, no matter where you live in Sacramento, there is convenient public charging in or near your neighborhood. The chargers are connected to the ChargePoint network – download the ChargePoint app to start charging!

The City and SMAQMD have expanded the Our Community CarShare Program (OCCS) to five new locations. OCCS makes flexible, affordable transportation available to low-income residents in disadvantaged communities. Through OCCS, income-qualified residents can reserve EVs from ZipCar at a discounted rate. Residents can reserve these clean zero-emission vehicles to run errands, get to appointments, and take local trips. The goal is to enhance mobility for households with limited options and to introduce residents to the benefits and ease of driving electric.
Anyone can become a ZipCar member and access these vehicles at market rate prices through the ZipCar network. OCCS members get perks like waived membership fees and discounted driving rates. To become an OCCS member, visit the Our Community CarShare website and take the eligibility quiz.

OCCS members who register before December 31, 2025 to use carshare at an EV Blueprint location are eligible to receive a $100 driving credit- equal to 25 hours of FREE driving! Credits will be distributed on a first-come, first-served basis, so become a member today to redeem your driving credit.

In partnership with the Sacramento Public Library, the City is operating an electric bicycle (e-bike) lending pilot program to explore new ways for residents to experience zero-emission transportation firsthand. Pedal-assisted e-bikes offer low-cost, energy efficient, and emission-free transportation while providing physical and health benefits to riders. These e-bicycles also allow users to travel at faster speeds – with less effort – than a traditional bicycle, thereby extending bikeable distances and decreasing travel time.
The program is a great way to try out an e-bike or e-trike and see if they are right for you as an alternative for short local trips.
To check out an e-bike from the Sacramento Public Library, library patrons must be at least 18 years old with a valid library card. Visit the Sacramento Public Library website to learn more.

The e-bike lending program was launched in August 2023 as a time-limited pilot program designed to sunset in December 2025. As the pilot comes to its planned close, the last day to check out an e-bike is December 6th, 2025.
