Central City Specific Plan

The Central City Specific Plan was adopted in 2018 to “inspire the continued growth and evolution of Sacramento’s Central City”. City staff are updating the plan to ensure consistency with the 2040 General Plan and anticipate completing this update in the winter of 2027. The existing Specific Plan has supported the shared vision for an active, around-the-clock, urban City center that is welcoming and livable with the types of housing, jobs, services, and amenities that residents, businesses, workers, and visitors need.

Updating the Central City Specific Plan will ensure the plan remains responsive to community needs and supports the continued growth and evolution of the Central City.

About the Central City

The Central City Specific Plan area (Central City) encompasses 2,900 acres of neighborhoods surrounded by the Sacramento River to the West, the River District and Railyards specific plan areas and the American River to the North, Highway 80 to the East, and the West Broadway Specific Plan and Highway 50 to the South. The map to the right shows the specific plan area boundary.

The Central City includes a vibrant mix of land uses and a variety of distinct urban landscapes that define its unique character. It is the heart of the city, region, and State, housing the California State Capitol as well as many other government buildings, corporate offices and businesses; high-rise condominiums; residential neighborhoods; parks and recreational areas; restaurants; shops; galleries; museums; theaters; schools; hotels; and industrial and manufacturing complexes.

Additionally, the Central City is an area with significant opportunities for development and investment. Several major developments are currently underway, including the R21 Lofts, the Esperanza apartments, and the Diggs mixed-use development project.
