About the Central City Specific Plan Update

The 2018 Central City Specific Plan established a strong vision for a walkable, vibrant Central City. This plan update is intended to build on the vision, goals, and policies of the 2018 CCSP. Updates to the 2018 CCSP will ensure consistency with the 2040 General Plan and reflect changes to the study area since 2018, including economic changes, residential growth, the transportation network, and climate and resilience considerations. As part of this process, the Finance Plan will also be updated to reflect the latest financial data and provide financing measures to implement the Specific Plan.

Why update the Central City Specific Plan?

This update will ensure that the Central City Specific Plan reflects changes in the Central City since 2018 and is consistent with other planning initiatives, most notably the 2040 General Plan Update. It will also provide an opportunity to look ahead and plan for trends that may affect the Central City in the future, including new development, climate resilience, and new mobility options.

The planning process will use the 2018 CCSP as a starting point, with targeted updates that address major topics such as:

  • Supporting the new SacRT rail alignment and other mobility strategies 
  • Housing opportunities 
  • Public realm improvements 
  • Climate resilience and sustainability strategies 
  • Updating design guidelines and other regulatory tools 
  • Celebrating cultural resources

Project timeline

  • Fall 2025: Existing Conditions Analysis 
  • Winter 2026: Develop Plan Updates 
  • Spring/Summer 2026: Prepare Draft Plan Document and Finance Plan 
  • Fall/Winter 2026/2027: Prepare Final Specific Plan and Finance Plan
  • Winter 2026/2027: Central City Specific Plan Adoption
