Minor Permits

What is a minor permit?

A minor permit is a permit for which no construction plans are required. All review for code compliance is performed in the field. All minor permits can be obtained by email, however, to help serve our customers we have expanded services to allow submittals for some minor permits through the Public Permit Portal.

The following scopes of work are considered minor permits:

  • Residential and Commercial Water Heaters 
  • Residential Heating, Ventilation and Air Conditioning Systems (HVAC) - One and two family dwelling units only 
  • Residential and Commercial Re-Roofs 
  • Residential Electrical Minor Work:
  • Main and sub service panels 
  • Rewire work 
  • Whole house fans 
  • Ceiling fans 
  • New electrical circuit (New EV charger circuits require plan review submittal)
  • Residential Plumbing Minor Work
  • Sewer repair and replacement 
  • Re-plumbing of supply and drainage piping
  • Fixture replacement
  • Residential Kitchen and Bathroom Remodels (non-structural)

All minor permits can be obtained by email. Detailed below are the requirements. 

Residential kitchen and bathroom remodels

Building permits for residential kitchen and bathroom remodels not involving structural (adding, moving, removing, altering a wall, window or door) alteration must be submitted by email.

Remodels involving structural alteration require plan review which may be submitted through our Public Permit Portal by creating a Planning Application Submittal and selecting a Building Submittal Clearance and Residential Remodel option. Certain minor permits can be obtained through the Public Permit Portal. Detailed below are the available web minor permit options for California licensed contractors and homeowners. 

Public Permit Portal

The City of Sacramento's Public Permit Portal is a tool that allows the general public to view record details and statuses for Community Development Department planning applications (land use entitlements), building permit applications, and permits. Users may also pay any invoiced fees associated with a building permit record.

What permits can be issued online through the Public Permit Portal?

If you are a California licensed contractor you can acquire and pay for minor permits for the following scopes of work through the web-based Public Permit Portal:

  • Residential and commercial water heaters
  • Residential Heating, Ventilation and Air Conditioning Systems (HVAC) - one and two family dwelling units only
  • Residential and commercial re-roofs
  • Residential electrical minor work:            
  • Main and sub service panels 
  • Rewire work 
  • Whole house fans 
  • Ceiling fans 
  • New electrical circuit
  • Residential plumbing minor work

  • Re-plumbing of supply and drainage piping

Homeowners can pull the following minor permits online through our Public Permit Portal for single-family or duplex:

  • Residential re-roof
  • Residential HVAC change out
  • Residential Water Heater change out

How to get started?

Contractors must register with the Public Permit Portal to join the online permitting program.  Download the Online Permitting Registration Guide for a complete explanation of how to register. Then visit the Public Permit Portal to register and begin pulling minor permits online.
