Francine Mata is a community-centered leader, cultural advocate, and policy influencer whose work is deeply rooted in family, unity, and service. With over 25 years of experience in outreach, public service, and community empowerment, including more than 20 years in California state service, she has dedicated her life to uplifting underserved communities, strengthening families, and advancing cultural recognition throughout Sacramento and across California. As the Co-Founder and President of the Sacramento Lowrider Commission and a founding member of the California Lowrider Alliance, Francine has been instrumental in elevating lowrider culture, expanding youth and community programming, and leading statewide advocacy efforts that honor cultural identity, public safety, and community pride.

She carries the same compassion and dedication into her roles as Vice Chair of Dance on the Edge and Council Member on the Cultural Advisory Board for the California State Fair/Cal Expo, where she works to ensure inclusive cultural representation and accessible community spaces.

A proud wife and mother, Francine credits her family as her foundation and the driving force behind her commitment to service. Her leadership is defined by compassion, connection, and a genuine care for her teams and community partners. Known as a trusted crisis response resource, she supports families with guidance and connection during challenging moments, reflecting her belief in the power of community care. Whether advocating for policy change, organizing cultural exhibitions, or mentoring youth, Francine leads with integrity, heart, and a deep commitment to building stronger, more equitable communities across California.
