Jlay Tor is an accomplished finance professional, community advocate, entrepreneur, and mother of four. She serves as an Investment Officer III in Private Asset Operations at CalPERS, where she oversees operational processes for Private Equity, Private Debt, and Real Assets across a multibillion-dollar global investment program. She holds a bachelor’s degree in Interdisciplinary Studies from National University, a Private Equity Investment Certificate from ILPA, and the Investment Foundations Certificate from the CFA Institute.

Jlay is also a long-standing community leader in Sacramento. For over a decade, she has served the Association of Citizens and Friends of Liberia (ACFLi) in various roles from helping to manage financial operations and securing grants to coordination of cultural and educational programs for families. She is an active member of Natomas Black Parents United (NBPU), where she supports fundraising and grant-writing efforts. In addition, she is the founder of Gigi & Eli Collection, an African-inspired children’s clothing line that celebrates heritage and creativity. A proud Liberian-American and resident of North Natomas, Jlay is honored to serve as a 2026 NDAT Community Ambassador and is committed to strengthening community engagement, supporting small businesses, and ensuring equitable access to resources for Sacramento’s diverse neighborhoods.
