Local Hazard Mitigation Plan Update Project

To reduce the risk of flooding in the Sacramento area, the County of Sacramento is partnering with the City of Sacramento and other special districts to update the Local Hazard Mitigation Plan.

Last updated in 2021, the plan addresses the long-term risk and loss to people, property, the environment, and local economies in the face of future natural disasters.

Communities with a FEMA-approved LHMPs are eligible to apply for FEMA pre- and post-disaster mitigation grant funding.

Updating the LHMP also helps lower the costs of flood insurance premiums for communities -- including the City of Sacramento -- that are participating in the National Flood Insurance Program’s Community Rating System.

The City of Sacramento has pariticpated in the Community Rating System since 1990 and is currently ranked a "Class 4," which reduces flood insurance premiums by 30%.

2026 LHMP Plan development process

Sacramento County and all planning partners are kicking off the 2026 LHMP Update with a Hazard Mitigation Planning Committee meeting and public meetings in December 2025.

Members of the public are invited to attend both the committee and public meetings.

The plan is expected to be completed in December 2026.
