Car Share Permits

Car share operators are legally required to obtain operator permits from the City of Sacramento to offer services in Sacramento. Car share parking permits will not be issued without an approved operator permit.

Car share in Sacramento

City Council approved a car share parking permit fee structure on July 31, 2018 and eligiblity criteria for those permits on August 28, 2018 under Resolution 2018-0355 (as amended with revised Terms and Conditions in October 2019). This resolution established a process to issue permits to car share operators with specified criteria, such as insurance requirements; vehicle branding; community outreach; and monitoring and reporting.

The Department of Public Works, Transportation Division, serves as the program lead, working in coordination with the Parking Services Division and other relevant disciplines. 

Car share operators utilize car share parking permits to provide convenient parking for their customers. These permits allow customers to park on the street at either dedicated spaces, or any legal space on the street, without requiring the customer to personally pay the meter or move the car if it goes over any posted time limit (at non-metered spaces).  The cost of parking is included in the permit that the operator pays to the City of Sacramento at the start of each fiscal year. Any transfer of parking cost to the user is at the discretion of the car share operator.

California Vehicle Code § 22507.1 authorizes local agencies to designate certain streets or portions of streets for the exclusive or nonexclusive parking privilege of motor vehicles participating in a car share vehicle program.

Car sharing supports the City of Sacramento's sustainability goals and is one component of the effort to promote multi-modal transportation options.

Car share can provide an alternative to car ownership. Studies have shown that each car share vehicle on the road can eliminate up to eleven personally owned vehicles, reduce congestion, and provide a first-mile/last-mile mobility solution.

Permit types

Car share operators are offered two types of permits. Permits must be paid for prior to conducting operations in the city of Sacramento:

  • Dedicated Space
  • Free-Floating

Permit fees are charged at lower rates for any zero-emission vehicles (ZEV) in the operator's fleet. This is to incentivize expanded mobility options while delivering air quality benefits in our neighborhoods. 

Dedicated space permits

Dedicated Space permits are spaces on the street that are posted and signed for the exclusive use of the approved car share operator. Spaces must be approved by the City of Sacramento, including any signage that will be used at the space.  

Qualified operators may request dedicated parking spaces at any metered location or any time zone location that currently allows permit parking for one or more hours. A maximum of two spaces may be dedicated for car share on any block face. 

Only the vehicle assigned to the dedicated space by the car share operator may park legally with a valid permit.

Prior to dedication of any space(s), the City is required to post a public notification for 10 calendar days at the proposed site to allow public comments to be collected and considered by the Public Works Director prior to approval.

Free-floating permits

Free-floating car share allows members to pick-up and drop-off a car share vehicle in any legal parking space within a designated “Home Zone". Qualified free-floating operators will propose a “Home Zone” based on census tract boundaries.  A minimum of 20% of the Home Zone must be near communities identified as low income or with a disadvantaged population.  

Payment by the driver is not required at any meters because the cost is already included in the rental cost. 

Cars can be parked in any legal space, including metered or time zone spaces, that allow parking for one hour or more and are not otherwise restricted. For example, cars cannot park at posted "No Parking" residential permit signs, or during restricted times for City services.

Like all motor vehicles, free-floating car share vehicles may park up to 72 hours in any legal parking space in accordance with the California Vehicle Code and Sacramento City Code.

Apply for car share operator permit

Car share operators are required to apply for permits through the Department of Public Works, Transportation Division prior to deploying any vehicles or conducting any operations in the city of Sacramento. 

Car share parking permits will not be issued by the Parking Services Division until operator permits are approved by the Transportation Division.
