L and N Streets Bikeways Project
The City of Sacramento is advancing efforts to make biking safer and more accessible in the Central City with the L and N Streets Bikeways Project. This project will restripe and reconfigure key segments of L Street and N Street to install Class IV separated bikeways—dedicated bike lanes that use physical barriers to protect people biking from traffic.
These upgrades are part of a larger vision to create a connected, low-stress bikeway network in Sacramento’s urban core, making it easier for people of all ages and abilities to choose active and sustainable modes of transportation.

Project Overview
The L and N Streets Bikeways Project includes:
- N Street (Eastbound): Installing Class IV separated bikeways from 5th to 10th Street and 14th Street to Alhambra, working in tandem with the existing J Street eastbound bikeway to complete a lane reduction and a vital east-west connection.
- L Street (Westbound): Installing Class IV separated bikeways from 14th Street to 21st Street Flexible Design: Some individual blocks may use buffered Class II bike lanes if Class IV designs are not feasible due to driveways, loading zones, curbside constraints, or street width.
- ADA Accessibility Improvements: Upgrade all non-compliant curb ramps on L Street within the project limits to meet current ADA standards and install Accessible Pedestrian Signals (APS) at every intersection, providing audible and tactile crossing cues to improve accessibility and safety for all pedestrians.
- Funded by state and local programs, including the Local Partnership Program and Affordable Housing & Sustainable Communities (AHSC).
These improvements will work in coordination with a separate project led by the State of California to deliver continuous protected bikeways along these important corridors.

- Accessible Pedestrian Signal (APS) Upgrades: Install or upgrade APS, which provide audible, tactile, and vibrating crossing cues to improve safety and accessibility for pedestrians with vision impairments.
- Central City Specific Plan Implementation: This project directly supports the transportation goals outlined in the Central City Specific Plan (CCSP) and is covered under the CCSP Environmental Impact Report
Proven Experience
The City of Sacramento has a strong track record of delivering similar bicycle and pedestrian infrastructure:
Central City Mobility Project (Completed 2023):
- Installed Class IV separated bikeways on key downtown streets and upgraded 200 curb ramps. Funded by state programs, including the Local Partnership Program and Affordable Housing & Sustainable Communities (AHSC).
Broadway Complete Street Project (Completed 2024):
- Reduced traffic lanes and added buffered bike lanes, safer crossings, and ADA upgrades, connecting Broadway to the wider bike network and downtown core.
