Between 2020 and 2024, the City of Sacramento received over $200 million in federal COVID-19 relief through the CARES Act and the American Rescue Plan Act (ARPA). These funds supported urgent pandemic response needs and long-term recovery, with a strong focus on equity, small business stabilization, homelessness and housing, youth and workforce development, and neighborhood revitalization.
CARES Act funding ($89.6 million) helped launch emergency relief programs, including forgivable loans and technical assistance for thousands of small businesses, as well as outdoor dining support, youth training, and homelessness services. ARPA funding ($112.2 million) enabled the City to invest in recovery and resilience, directing resources to hard-hit commercial corridors, youth employment programs, and community-based organizations. While most programs have concluded, the impact of these investments continues to support Sacramento’s long-term recovery.
