Transportation Priorities Plan
What is the transportation priorities plan?
Since the year 2000, City Council has approved over 700 transportation plans and projects that are estimated to cost approximately $5 billion.
This $5 billion funding need significantly exceeds the amount of funding through local and competitive grant funds that the City can feasibly expect to receive. With so many more planned projects than resources to deliver them, the City needs a methodology to prioritize investments.
The Transportation Priorities Plan (TPP) is the City Council adopted strategy for prioritizing transportation investments. The strategy is based on community values for:
- Improving Air Quality, Climate and Health
- Providing Equitable Investment
- Providing Access to Destinations
- Improving Transportation Safety
- Fixing and Maintaining the System

These values were developed from extensive community engagement. The Phase 1 and Phase 2 community engagement summaries describe how Sacramento's communities participated in this effort.
On November 15, 2022, City Council adopted the prioritized list of transportation projects in Sacramento through City Resolution R2022-0361.
