EV Blueprint Implementation

Overview

The City of Sacramento is working to expand access to electric vehicles and electric bikes in our historically disadvantaged communities. We want to hear from you about how to make sure community members know about these important projects that are coming to your neighborhoods. Below are some of the initial projects.

Electric Vehicle Charging

Level 2 electric vehicle chargers are being installed at 13 sites to provide convenient access for residents who may have challenges charging at their home or work:

Car Share

The City is working in partnership with the Sacramento Air Quality Management District (SMAQMD) to expand their Our Community Car Share Program (OCCS) . Income-qualified residents near site locations will be able to reserve OCCS-branded electric vehicles provided by Zipcar for personal errands at a discounted rate. The goal is to enhance mobility for households with limited options as well as to introduce residents to the benefits and ease of driving electric.

The Mangan Park expansion location at 5730 24th Street went live in August 2024. Additional vehicles have since been added at Belle Cooledge Library and the Pannell Community Center.

Electric Bicycle Lending

In partnership with the Sacramento Public Library, an ebikelending program was launched in August 2023 at the Colonial Heights Branch. Library patrons at least 18 years old with a valid library card are able to check-out an ebike with cargo capacity for personal use at no charge for 1 week. The goal is to introduce the community to electric-assisted cycling as an alternative for short local trips.

Five ebikes were deployed at the Colonial Heights Branch in 2023. Patron thefts proved to be a recurring issue and the program was paused February 2024. Program changes were made and the program relaunched in May 2024 with 10 tricycles at the Colonial Heights Branch. Continued occurences of patron thefts led to a second pause in July of 2024. Theft counter measures were implemented and lockers were installed at the Belle Cooledge Branch, the South Natomas Branch, the North Natomas Branch (made possible by a donation from Natomas Jibe), and the Valley Hi / North Laguna Branch. The program relaunched in April of 2025 at these locations while the Colonial Heights Branch remains paused due to repairs necessary to address a fire in the building.

Equity monitoring

There will be an equity analysis on the City of Sacramento’s Electric Vehicle Blueprint Strategy. We would like to hear community input on electric vehicles to create equity metrics and goals. These metrics and goals will be used to evaluate the EV Blueprint projects on key indicators of equity.
