102-Acre Site
The City purchased the vacant 102-acre site at 3100 Meadowview Road in January 2022. Since then, the City has studied its development potential and gathered community input. The analysis found that development would require at least $50 million in infrastructure improvements. Based on these findings, the City Council directed staff to continue exploring a mixed-use concept that could include housing, economic development, and conservation of natural resources.
In January 2026, the City released a Request for Expressions of Interest to better understand market conditions and potential development interest. The City received three responses. The request was for information only; it was not a construction solicitation or approval of a development project.
On September 29, 2026, the City Council declared the property surplus land, beginning the process required by the California Surplus Land Act. This action did not approve a sale or development project. Next, the City will issue a Notice of Availability, allowing eligible entities an opportunity to express interest in the property.
