The New Growth section directs new development consistent with the vision of the city through financing and building necessary infrastructure and community facilities.
Natomas basin habitat conservation plan
All new development within the Natomas Basin is subject to the Natomas Basin Habitat Conservation Plan (HCP). The HCP specifies avoidance measures and mitigation for loss of habitat and incidental take coverage. Prior to new grading, development must ensure payment of HCP fees.
