Single-family and duplex customers

I understand that, as a Participant of the Leak Repair Assistance Rebate Program, I am eligible to receive reimbursement of either up to $250 or $500, depending upon the size of my confirmed, pressurized leak. Labor can be included if a licensed C-36 Plumber is hired and can include leak detection. The maximum labor reimbursement rate is $150/hour from the City of Sacramento (City) in an amount not to exceed $250 for larger leaks and $150 for smaller leaks. The amount I receive is based off the amount indicated on the receipts I provide to the Department of Utilities Water Conservation team. If the leak is less than 25 gallons per hour, the maximum rebate is $250. If it is 25 gallons per hour or larger, then the rebate may be up to $500. Reimbursement will be provided for labor completed for the leak detection, the leak repair but not for replacing parts, water loss, or utility bill expenses. Ineligible items include but are not limited to the following: tools purchased to complete the project and other repair work including plumbing costs; water used for new landscape irrigation; filling of a pool; or other intentional uses.

Upon submission of my application, I will provide a total cost of the leak repair and copies of all receipts and invoices associated with the leak repair. These receipts will be itemized, showing quantity and price for materials used. The receipts will have labor separated and be easily distinguishable from the materials and will show that it is paid in full. Proof of payment, such as credit card receipts, is required for any invoices provided. The City reimbursement amount will not exceed the cost of the leak repair as documented by invoices or receipts.

Applicable Conditions:

  1. I understand that this is a limited, first-come, first served program, and that I am eligible for one repair reimbursement, and they are only given for projects which have applications that are approved; the City may deny any application that does not meet program requirements. Reimbursements are not applicable to, and will not be provided for, any work performed past 30 days of the date of the leak repair as listed on the leak repair receipt. I am responsible for completing the retrofit project within 120 days of receiving approval to proceed from the City’s Water Conservation Staff. I may install it myself or hire a contractor to do the work. In either case, the City is not responsible or liable for any damage to my lawn or property in any way connected to theretrofit project.
  2. I understand I must apply to the Leak Repair Assistance Program and have the leak verified before seeking repair completed by a licensed C-36 plumber. I understand that I must pay the licensed C-36 plumber the leak repair and/or leak detection fees. Reimbursement will be provided by the City after the Leak Repair Assistance Program application is successfully reviewed and approved by the Water Conservation Staff.
  3. I understand I am responsible for submitting the Leak Repair Assistance Program application within 30 days of repair. If the customer is a tenant, I am responsible for obtaining a signed Landlord Permission and Waiver of Damages form from my landlord and submitting it with my application.
  4. If the applicant is a tenant, I understand that the reimbursement will be paid to whomever has paid for the repair as indicated on the Landlord Permission and Waiver of Damages form.
  5. I understand that if I am asked for supplemental documents to my application, I must supply them within two weeks from the time I am asked for them from City staff. If I fail to return them within this timeframe, my application will be withdrawn.
  6. I understand that I am responsible for ensuring that my project follows the program terms and conditions. I understand that the repair is solely my responsibility, and that fixture of the leak may not result in lower water bills.
  7. I understand that funds may not be used for new landscape irrigation, filling of a pool, or other intentional use. Funds will not be applied to cover water loss or utility bill expenses.
  8. I understand that the City is not responsible or liable for any damage to my property in any way connected to the leak repair.
  9. I am responsible for complying with all applicable laws, regulations, ordinances, or other legal requirements, and nothing in this Agreement shall excuse or modify any such requirements.
  10. I, the Participant, agree to defend, indemnify, protect and hold the City of Sacramento and its agents, officers, and employees harmless from and against any and all claims or liability for injuries or damages to any person or property to the extent arising from my acts or omissions, or the acts or omissions of anyone acting on my behalf, or from conditions on my property.
