CORE Benefits: Finding a Suitable Location
The Office of Cannabis Management is excited to announce new benefits for CORE participants. The Map Viewer allows participants to research locations that may permit cannabis business operations within the city. With this tool, participants can explore the zoning of a parcel and its proximity to schools, parks, and other facilities that may impact the type of permits allowed.
Once participants identify the potential site, they can schedule a free CORE Participant Pre-Application Meeting with the Planning Division and other departments involved in subsequent regulatory review steps, such as building permits, the police department, and business operating permits, to determine if the selected site is suitable for cannabis business activities.
The goal of the Map Viewer and Pre-Application Meeting is to offer additional support to CORE participants and to reduce the risks, including time and financial investments, associated with the permit review process.
CORE Verification Service Provider
The Office of Cannabis Management (OCM) is excited to announce a new partnership with Launch Industries to provide Cannabis Opportunity Reinvestment and Equity (CORE) verification services to potential candidates. Through this partnership, OCM will also expand its educational offerings, providing personalized technical assistance, mentorship, and guidance on regulatory compliance to help CORE cannabis businesses and entrepreneurs succeed.

Global Reach Strategies
Global Reach Strategies (GRS) is a policy research and consulting firm committed to advancing equity through data-driven analysis and community engagement. In collaboration with the Office of Cannabis Management, GRS is leading an in-depth evaluation of the Cannabis Opportunity Reinvestment and Equity (CORE) Program, examining its effectiveness in removing barriers and expanding opportunities for social equity cannabis entrepreneurs. Through surveys, focus groups, and comprehensive data review, the study will provide clear, actionable recommendations to strengthen outcomes and ensure the program delivers lasting economic and social benefits for Sacramento communities most impacted by the War on Drugs.
