Established in 2021 to provide an alternative response to traditional public safety interventions, the Department of Community Response (DCR) works to connect people experiencing homelessness — who may also struggle with behavioral health challenges, including mental illness and substance use disorders — with all available support and services while also coordinating multi-departmental efforts to address unsafe, unsanitary and/or unlawful encampments in our communities.

The DCR annual reports provide a comprehensive overview of the City's strategies, services, and impact in responding to homelessness-related concerns across the community.
