Planning Permits: How to Submit

Submit a planning application

All Planning Permit applications are submitted online using the Public Permit Portal, including resubmittals. Please refer to the guides below for instructions on how to submit. Fees are paid online or in person on the 3rd floor of 300 Richards Blvd.

Public Permit Portal: Application Types

The Public Portal filters projects as PLN records through two options.

1. Planning Permit Application
   This type is for when a Planning Permit must be approved before a building permit application can be submitted. Refer to Planning Permit: Types for examples, and Planning Permit: Application Forms for required paperwork.
2. Building Permit Clearance
   This type is for projects exempt from Planning Permit review but which a building permit is required before construction may commence. Zoning staff confirm Planning Permit exemption before construction plans are sent to the Building Division.
