Background and Experience

Mr. Benner has served the Sacramento City Attorney’s Office since 2003, where he focused on nuisance abatement litigation as the chair of the City’s Justice for Neighbors Program. Mike has advised the City’s Housing and Dangerous Building division of the Community Development Department since he started with the CAO. Mike has taught classes state-wide on Code Enforcement/Nuisance Abatement litigation, as well as Cal. Health and Safety Code 17980.7 receiverships. In January 2024, Mike was promoted to Supervising Deputy City Attorney.

Mr. Benner is admitted to practice in the United States Court of Appeals, Third District; as well as the Eastern District of California; and all California state courts.

Education

Mr. Benner graduated from Cal Poly – San Luis Obispo in 1997 with a bachelor’s degree in History. He earned his law degree from the University of Pacific, McGeorge School of Law in 2002.
