The City of Sacramento CityStart Blueprint represents a bold step forward in our shared commitment to advancing economic mobility and financial empowerment—with a focused lens on improving outcomes for Black residents and those historically excluded from wealth-building opportunities.

This strategic framework, made possible through the visionary support of the Cities for Financial Empowerment Fund (CFE) , offers a comprehensive roadmap to expand access to workforce development, housing, and banking services. These pillars form the foundation of long-term financial security and generational prosperity for Sacramento’s most underserved communities.

Government Boosts and Blocks to Building Wealth

An essential part in addressing the Black Wealth Gap is identifying the key policies and programs that laid the foundation for these disparities to occur. Below is a “Boosts and Block” graphic that details the policies and the years the policy was enacted. While some of the policies and programs listed were designed to be “Boosts,” they were implemented in a way that was harmful to Black Sacramentans - and therefore are listed as “Blocks” (e.g., G.I Bill).
