Plan Background

Sacramento has one of the highest transportation fatality rates per capita among California cities. Sacramento is a Vision Zero City. Vision Zero is a philosophy that rejects the notion that transportation crashes are simply “accidents,” but instead preventable incidents that can and must be systematically addressed. Through Vision Zero, the City of Sacramento and its partners are committed to working together to create safer streets.

In 2018, the City of Sacramento adopted a Vision Zero Action Plan (VZAP) with the goal of eliminating transportation-related fatalities by 2027. See our Summer 2023 update to learn about progress on Vision Zero actions from the 2018 Action Plan, including reduced speed zones, crosswalk safety improvements, plans for priority corridors.

In February 2024, the City also adopted the 2040 General Plan, emphasizing safety. Feedback from community engagement through corridor plans, the Transportation Priorities Plan, the Streets for People Active Transportation Plan, and others has highlighted transportation safety as a key concern for the people of Sacramento.

This Vision Zero Action Plan Update builds on the 2018 Plan, outlining an updated framework for the near future. While the city has made strides toward achieving the Vision Zero goals set in 2018 to eliminate transportation-related fatalities and severe injuries, this update is critical to assess progress, evaluate current conditions, and create a path forward that aligns with community goals and State and Federal standards.

What Will the Action Plan Do?

The VZAP update will establish a new set of strategies and actions designed to reduce collisions while supporting mobility and opportunity. Working in collaboration with regional partners and community members, and adhering to the Federal Highway Administration’s Safe System approach and Safe Streets and Roads for All guidelines, this update will focus on the following objectives:

  • Update Progress Tracking and Data Analysis: Review existing programs, policies, and studies. Update collision analysis to cover the past five years to identify collision patterns, profiles, and priority safety corridors.
  • Robust Community Engagement & Partnerships: Prioritize engagement with Black, Indigenous, and other people of color (BIPOC), New Americans, underrepresented communities, and low-income residents. Work with a Vision Zero Taskforce to inform the plan and its implementation.
  • Actionable Plan/Implementable Recommendations: Create a plan that can be realistically implemented, measuring success based on achievable outcomes. Consensus building will be critical to the success and implementation of the Sacramento Vision Zero Action Plan Update. Iterative review by the technical advisory committee, Vision Zero Taskforce, and other necessary partners to ensure that the Action Plan is implementable and can be monitored over time.

Next Steps

We will seek your input and thoughts after we analyze crash data and check on our current practices. We are committed to transparent progress reporting and will keep the community informed on efforts for this Plan and to reduce traffic fatalities and injuries in Sacramento. Please see below for an illustrative timeline for this planning effort.
