Step-by-Step Guide to Construct Your Housing Project

This step-by-step guide continues after Planning approves the project. These last three steps involve construction and inspection activities before residents can move in.

Step 5: Building permit submittal

Once your planning application is approved, you may proceed with submitting full construction documents to obtain your building permit. The City will review your submitted development application and associated construction documents before granting approval to start construction. Various forms need to be prepared and submitted during this stage.

3) Submit your completed building permit application and pay plan review fees through the online e-Planning Submittal service.

  • Once the Planning Division approves your housing or mixed-use development project, you may submit your plans to the Building Division to obtain a building permit. The Building Division will route your project to other City departments and outside regulatory agencies for review of compliance with the building code and other applicable requirements, such as water and sewer. This process is known as Building Plan Review. Once the Building Plan Review process is complete and it has been determined your project complies with all the requirements, you will be able to obtain your building permit to begin construction.

4) Respond to correction notices, if needed

  • Review times can vary depending on the scope and scale of a project as well as how quickly and how responsive applicants are to correction notices.

5) Pay building permit fees and development impact fees

  • These fees are due before a building permit can be issued.

6) Receive building permit

  • Once a building permit is issued, construction can now begin!

Step 6: Construction and inspections

1) Hire contractor and begin construction

  • Contractors oversee the construction process and are in charge of getting your project built. View the searchable database of licensed contractors in California.

2) Schedule inspections and finalize construction

While each housing development project is unique, generally construction for your conventional, wood frame-built housing project will require inspections listed in the table below. Pre-manufactured or modular housing units have a separate review and inspection process.

  • 1. Site Preparation (grading and drainage, underground utilities): Inspection Required
  • 2. Foundation (raised foundation or slab-on-grade): Inspection Required
  • 3. Wall & Roof Framing (Sheer): Inspection Required
  • 4. Framing Inspection: Initial Check for Plumbing, Mechanical, and Electric
  • 5. Insulation: Inspection Required
  • 6. Miscellaneous Inspections, Where Applicable: Inspections such as Stucco Lath, Gypsum (sheet rock/dry-wall), Gas Test (if applicable)
  • 7. Final Inspections: Building (structural), Plumbing, Mechanical, and Electrical
  • 8. Occupancy: After Approval of All Final Inspections

3) Receive certificate of occupancy or final approvals

  • Once all inspections are final then the housing is available for occupancy!

Step 7: Occupancy and maintenance
