Roger Dickinson

Roger Dickinson is a dedicated public servant with extensive experience in policy advocacy, legislative leadership, and community engagement. From 2021 to 2024, he served as Policy Director for CivicWell, shaping the organization's policy direction and advocacy efforts at both the state and local levels. During this time, he also collaborated with the Housing Concepts Coalition, working to advance legislative and administrative solutions to California's housing challenges.

Prior to CivicWell, Dickinson led Transportation California as Executive Director. He spearheaded public education and advocacy initiatives to increase state funding for transportation infrastructure. His tenure saw the passage of SB 1, the Road Repair and Accountability Act, the largest transportation funding package in California history, and the successful passage of Proposition 69, generating over $5 billion annually for roads, bridges, public transportation, and active transportation. Dickinson's commitment to public service includes two terms in the California State Assembly (2010-2014), representing the 7th District. He achieved an impressive 100% bill-signing success rate in both his first and fourth years, with a total of 32 bills signed into law during his tenure. His legislative priorities included environmental quality, education, health and human services, economic development, and consumer protection.

Before his Assembly service, Dickinson served on the Sacramento County Board of Supervisors from 1994 to 2010, addressing critical issues such as health care, welfare reform, economic development, clean air, transportation improvements, and smart growth. A strong advocate for his community, Dickinson currently serves on the board of the Aerospace Museum of California and is also a co-founder of SMART, Sacramento Metro Advocates for Rail and Transit. Dickinson's background includes a B.A. from the University of California, Berkeley, where he lettered in varsity basketball player, and a law degree from UCLA (1976). He and his wife, Marj, have been residents of Sacramento's Woodlake neighborhood for over 40 years.

 

Bryan DeBlonk

Bryan DeBlonk is Chief of Staff to Councilmember Roger Dickinson. A seasoned political professional, DeBlonk founded both Capitol Campaigns, a Sacramento-based political consulting firm, and Capitol Events, an event management company. With 25 years of experience, he brings expertise in campaign and governmental consulting, media relations, government advocacy, event management, polling, direct marketing, and political data analysis.

He has directed over 120 political campaigns, leading teams of fundraisers, pollsters, graphic artists and campaign managers. Previously, DeBlonk served as Legislative and Political Director for the California School Boards Association (CSBA), lobbying for public education and developing a statewide advocacy team. He holds a BS in Political Science and Communication from UC Santa Barbara.

 

James Hackett-Little, M.S.S.

James Hackett-Little is the Director of Policy and Communications for Councilmember Dickinson. A public relations strategist with over a decade of experience championing diversity and social justice, he has a proven track record of leading successful statewide advocacy, program, and public relations efforts across California's creative economy, non-profit, and public sectors. His commitment to public service includes working with three District 2 City Councilmembers: Allen Warren as Senior Advisor, Councilmember Shoun Thao as Director of Policy and Communications, and currently, Councilmember Dickinson.

James has championed impactful state legislation related to entertainment workers' rights, renewable energy and college admissions equity; led Tier 1 university research focused on occupational mobility disenfranchisement for people of color; and advised diverse clients, from arts institutions to elected officials. He has also fostered collaboration between non-profits, local government and the DEIA space. A double Bruin, James holds both a bachelor's and master's degree with honors distinction from UCLA. He is passionate about creating a more equitable and thriving North Sacramento.

 

Denecia Valdez Jones

Denecia Valdez Jones is the Operations Manager and Executive Assistant for Councilmember Dickinson, where she provides comprehensive and confidential administrative support to the Councilmember. Her responsibilities include managing the day-to-day operations of the district office and assisting the Councilmember with various projects and initiatives.

Before joining District 2, Denecia served as the Constituent Affairs Manager for the City of Sacramento's District 2 office under Councilmember Shoun Thao. In this role, she was responsible for addressing the needs and concerns of constituents, acting as a liaison between the community and the Councilmember. She also represented Councilmember Thao at community events and meetings. This experience honed her skills in community engagement and problem-solving. Denecia earned her Bachelor's degree in Political Science from California State University, Sacramento. Her academic background in political science provides a strong foundation for her work in local government.

Outside of her professional life, Denecia enjoys dancing, exploring new culinary experiences at different restaurants, and delving into the study of history.

 

Xavier Cardenas 

District Director

Xavier Cardenas serves as the District Director for Councilmember Dickinson, acting as the primary point of contact and representative for the Councilmember. In this role, he works closely with the Councilmember and Chief of Staff to ensure effective communication and collaboration between constituents and the City Council.

Prior to this appointment, Xavier honed his communication and public affairs skills as a communications strategist at Lucas Public Affairs. There, he played a key role in developing and executing communication strategies for statewide policy initiatives, focusing on areas such as energy, higher education and issues affecting older adults.

Xavier's academic background includes a Bachelor of Arts degree in English Literature from the University of California, Santa Barbara. His studies focused on American Cultures within a Global Context, providing him with a strong foundation for community engagement. Outside of his professional life, Xavier enjoys pursuing his passion for landscape photography, staying active on the soccer field and exploring the outdoors with his Australian shepherd, Toto.
