Administration

The Administration team develops and implements office policies and procedures; monitors overall office performance; prepares and administers the office budget; handles all hiring and other personnel matters; assembles and analyzes office productivity data, including production of an annual report; and engages in long-range planning. The administration and general support functions of the office are performed under the direction of the City Attorney. The structure of the administration team includes the following:

  • The City Attorney
  • The Chief Assistant City Attorney
  •  Two Assistant City Attorneys, one of whom monitors the performance of the Litigation Division and Community Advocacy and Public Safety Division, while the other monitors the performance of the Strategic Projects & Research Division and the General Counsel & Advisory Division; 
  • Four Supervising Deputy City Attorneys who oversee the four operating divisions of the office; 
  • The Office Administrator who manages support staff and oversees the fiscal operations; 
  • The Special Assistant who provides direct administrative support to the City Attorney.

General Counsel and Advisory Division

The General Counsel and Advisory Division provides day-to-day strategic support of the City's policymaking function by responding to requests for legal advice from the City Council, the Charter Officers, and the City departments and divisions. The General Counsel and Advisory Section is comprised of an experienced and diverse group of attorneys whose responsibilities encompasses various special projects and the core municipal functions of the city. The support and types of assignments include:

  • Drafting and reviewing ordinances and other legislation
  •  Preparation and review of contract documents
  •  Providing legal representation and advice at meetings of the Council and the City's boards, commissions and committees 
  • Educating City staff in relevant areas of the law, and keeping the Council and City staff informed on recent changes or developments in the law

General Counsel and Advisory is compromised of an experienced and diverse group of attorneys whose responsibilities encompasses various special projects and the core municipal functions of a city.  This section is primary counsel for the following department:

  • Public Works
  • Utilities
  • Community Development
  • Youth, Parks and Community Enrichment
  • Convention and Cultural Services
  • Human Resources
  • Financial (Procurement)

Strategic Projects and Research (SPR)

The Strategic Projects & Research Division provides day-to-day strategic support to the City's policymaking function by responding to requests for legal advice from the City Council, the Charter Officers, and the City departments and divisions. SPR consists of a diverse group whose responsibilities encompasses various special projects.

  • Fire Department Operations and Emergency Operations

Litigation

The Litigation Division is responsible for handling all civil litigation for the City of Sacramento and its employees. Attorneys in the Litigation Division handle lawsuits where the City or staff is the plaintiff or defendant, in matters that encompass the entire spectrum of City's operations and municipal law.

In addition, the Litigation Division provides pre-litigation and risk management advice to City departments on an as-needed basis.

Community Advocacy and Public Safety Division (CAPS)

The Community Advocacy and Public Safety Division provides advisory and enforcement support to the Sacramento Police Department, Code Enforcement and Dangerous Housing divisions of the Community Development Department, Fire and other enforcement staff. CAPS partners with enforcement departments to prosecute and abate physical and social nuisances. The division also includes a Criminal Prosecution Unit that prosecutes criminal violations of the City Code.

Through the Justice for Neighbors program our office has coordinated with the City’s enforcement departments, including the Fire and Community Development Departments, to target abandoned structures, nuisance properties, and blight plaguing neighborhoods. The JFN team files lawsuits seeking aggressive and specifically tailored injunctive relief, including stay-away orders, closure of properties, hiring of security guards, installation of video camera systems, and other improvements to properties.
