2040 General Plan and Title 17 Consistency

About

The 2040 General Plan was adopted by City Council on February 27, 2024. This long-range policy and regulatory document established new land use standards to guide the City’s decision-making and future planning efforts related to development.

Implementation of the General Plan is carried out through a variety of mechanisms, including the Planning and Development Code (Title 17), commonly referred to as the City’s zoning code.

State law requires that a city’s zoning code and zoning maps remain consistent with its adopted general plan. To comply with this requirement, City staff is in the process of updating Title 17 and undertaking a citywide rezoning effort to align with the vision and land use framework established in the 2040 General Plan.

Scope

The General Plan and Title 17 Consistency Update includes several key components to ensure alignment with the 2040 General Plan:

  • Rezone parcels to match the land use designations outlined in the 2040 General Plan
  • Consolidate residential zones consistent with the 2040 General Plan land use framework
  • Codify the Missing Middle Housing (MMH) Interim Ordinance
  • Update development standards for consistency with the intensity and density designations in the 2040 General Plan
  • Consolidate dwelling land use categories
  • Incorporate 2040 General Plan requirements for gas stations to provide EV charging
  • Ensure compatibility with Airport Land Use policies
  • Implement streamlining amendments to improve code efficiency and consistency

Schedule

The General Plan and Title 17 Consistency Update is being implemented in four main phases:

  • Analysis (Current – Spring 2026)
    Review the existing Planning and Development Code for inconsistencies with the 2040 General Plan, identify required updates, onboard consultants, and evaluate best practices and legal requirements.
  • Community Engagement (Spring – Summer 2026)
    Conduct outreach with the community including webinars, neighborhood meetings, and meetings with the Planning and Design Commission.
  • Prepare Ordinance (Fall – Winter 2026)
    Finalize updated Title 17 modifications, including zoning district standards, use regulations, and citywide rezones.
  • Final Public Hearings and Adoption (Winter 2026)
    Present the final draft ordinance to the Planning and Design Commission and City Council for review and adoption.
